Abstract

The "New Era" of China, inaugurated with Xi's second term, is characterized by a set of macro trends bearing significant global repercussions. Among the most significant, China's swift technological advances have set in motion a deep rethinking of cyber and digital governance, raised ethical questions in technology, shaken established consumer trends, and opened problematic fissures in the network of US allies. The technological rivalry between China and the West is now facing a critical crossroads: building dialogue through multilateral institutions or heading for a technological decoupling.

Dr. Francesco Silvestri is Acting Director for China, TOChina Hub and Adjunct Professor of Public Policy, School of International Relations and Diplomacy, Beijing Foreign Studies University.
